Wales Pet Care Licensing and Compliance Survey

The Dog Business Association is gathering evidence from pet care professionals across all 22 local authorities in Wales, to understand how licensing and compliance requirements are interpreted and applied.

Purpose of this survey

We are gathering evidence from pet care professionals across all 22 local authorities in Wales.

The aim is to understand how local authorities currently interpret and apply licensing and compliance requirements for:

  • Dog home boarding
  • Commercial dog day care
  • Kennels boarding
  • Dog walking
  • Related pet care services

We are particularly interested in local differences, written licence conditions, inspection expectations, unpublished requirements, and areas where the rules appear unclear, inconsistent, or difficult to evidence.

The information gathered may be used to prepare a presentation or evidence summary for Welsh Government, including the Chief Veterinary Officer and the Minister responsible for animal welfare.

Please answer as accurately as possible. Where you can, please provide links, uploaded documents, screenshots, licence extracts, inspection reports, application packs, written emails from the council, or other supporting evidence.
